CROATIA BETWEEN TWO
GOVERNMENTS: SITUATION AND EXPECTANCIES
Wishes of citizens greater than the possibilities

The current conduct by many of those that perceived democracy to be
about satisfying their own needs and opinions indicates that democracy
in Croatia is still without real roots and that it is still roaming
between the needs and reality. That for the most part does not depend
on membership to a political party, even though the most recent
elections do show such a level of quest for self-fulfilment. Namely,
following the victory by the Opposition Six, people with badges of the
victorious coalition suddenly appeared on television, wanting to show
that ‘their people’ had won. Naturally, nobody is denying one the
right to express their civic right, but just a reminder that that
gesture irritated many, and even suggested possible ‘revenge
seeking’. If that were not the case, then that harmless episode
would not have made it to the public.
That initial
reaction incites the following question: are Croats capable of
normally accepting a change of Government, regardless of whether they
like it or not, and can they accept that the majority elected
‘their’ Government? It is extremely important to answer that
question if we keep in mind that Croatia is in a type of foreign
isolation, and especially when we realise even more so on a daily
bases that Croatia is in a deep crisis, as much moral and spiritual as
financial. Some might say that we don’t live off the spirit, but
from money. Yes, but the spirit also means moral, and that has
virtually disappeared in Croatia, at least the majority of the
citizens’ think so. Remember the criminal activities with the
privatisation, the criminal activities that led to the destruction of
many banks, remember the theft in the pension fund, the intentional
destruction of production factories, unemployment, nepotism etc.?
Knowing all that imposes the logical question of who will resolve all
that? Will that be the ruling party or coalition, or will that be the
Croatian people as a whole?
Co-responsibility
of authorities and citizens
The
answer is the authorities, but only with the help of citizens.
Because, as much as the authorities happen to be responsible for the
measures that they take, the citizens are responsible for the
authorities that they elected and only a joint effort can prevent an
increase of the elementary and basic problems that are pressuring the
Croatian state. Therefore, citizens will, at least we hope, be those
that will in the future contribute to solving the piled up problems.
They are the ones that can prevent poor predictions and determine the
direction in which Croatia must head in the future and towards Europe.
The authorities are the ones however that should be responsible that
nobody manipulates or supports what is in the interest of their
political party and maybe its ideology and perceptions. The
authorities must be responsible towards those that elected them,
believing in their promises.
The
authorities must confront those who are not interested in the general
and social interests of the community.
In the
‘confrontation’ with their opponents, the state administration and
bureaucracy will have a significant, if not crucial role. This is
particularly in regards to the bureaucracy firstly confronting itself.
True, there is not a bureaucracy that does not think that it is most
important for the functioning of the authorities and that will not do
or at least attempt to do everything to prove its conviction. There
will certainly be those that will do everything possible to obstruct
the authorities, because the ‘new’ authorities do not belong to
the old party, but there will mostly be those that will work according
to their own conviction. That is the reason why Croatia is facing a
big challenge and in that very segment it will show whether it is
advancing or whether it is standing on the same spot. If there has
been justification for certain negligence by the administration, then
that must not happen in the future. The bureaucracy must once and for
all position itself where it belongs, which is to serve the people and
not govern.
Importance
of unions in the coming period
The
decisive role in all that will be played by the judicial system, which
will finally have to attend to its constitutional and legislative
role. The unions and other non-government organisations will play a
significant role in the transformation of future authorities. The
unions must take up the role that they have not had up until now,
which they either ran from or which the Government denied them. The
Government can no longer be the mediator between the unemployed as
well as the employed and it can no longer be responsible for the
destruction of companies, but must be responsible for the overall
development of society. Therefore, all arguments that have been
presented for or against are only an indication of the path that every
future Government must take in order for Croatia to arrive in a
position where the progress and future of its citizens is guaranteed.
